Medicaid Re-enrollment for Students

Beginning April 1st, Medicaid members will go through a redetermination process over the next 12 months. It is critical for members to have up-to-date contact information. Mail will come from Iowa HHS. Members should call member services with any questions 800-338-8366

RECP: Regular Early Childhood Program

  • RECP defined: A session, class, or recurring activity that enrolls less than or equal to 50% of children on an IEP for instructional support and/or related special education services
  • RECP and LRE
    • The pie chart on the Preschool IEP summary stepper only reflects SDI services and the amount of time a child is removed from typically developing peers for those service delivery minutes.  
    • The RECP reflects the programming that a child receives with access to typically developing peers. If there is no RECP listed that reflects a self-contained placement for service delivery.
  • Prior to finalizing the initial IEP
    • Double check that an RECP is documented, if applicable
      • A child attending a self-contained program will still have an RECP of 0.0
    • Answer the question “will this child attend this RECP after the meeting” 
  • Practices to support our data entry assistants, Margy & Amanda, in being able to fill out the EC Matrix accurately
    • Try to use common time increments through the IEP
      • RECP is documented in minutes or hours of attendance per week – try to use that same time increment throughout SDI documentation
      • If you need to use daily or monthly, within the SDI boxes be specific about the number of days per week and hours per day the child is attending
    • If you receive an e-mail asking about RECPs from the data entry assistants Margy & Amanda, use concrete language – 
      • Self-Contained (not small class)
      • General education (not big/regular class)

Medicaid Billing Clarification from LEA and AEA

In the past, schools have been able to pull a Medicaid report out of the Legacy system to see which students are Medicaid eligible.  At this point Medicaid has not been updated in ACHIEVE so there is not a report for them to print also the Medicaid report out of the Legacy system is not updated which makes it incorrect.  This has been a frustration both for the LEA and AEA.

Schools bill Medicaid services for their LEA staff that are working with Medicaid eligible students.   If LEAs have questions about a report, please forward them to Pam Kabela, Special Education data lead.  If the school is asking for something that Pam can not help them with their questions can go to Jim Donoghue, Iowa Department of Education.

AEA bills Medicaid for AEA staff that work with Medicaid-eligible students.  AEA staff questions should come to Amanda Hennigar, Special Education data technician, or Marcia Brolsma, Administrative Assistant to Amy Knupp.

New Special Education Micro-credential in the On-Demand Library

Creating & Implementing Meaningful IEPs (The Framework for Specially Designed Instruction) has been added to our list of micro-credentials in our system. **This micro-credential can also be taken for 1 License Renewal Credit.

In this micro-credential, you will create opportunities to rethink IEP goals based on connections to functional goals and academic standards while ensuring plans are made for skills to be practiced across natural routines and activities throughout the day.

Central Rivers AEA certified staff members can earn multiple badges by engaging in micro-credentials and the Educator Quality Professional Development Committee has agreed to pay $250 for your first one completed. Micro-credentials must be earned by June 30th, 2023, and will be paid in the July payroll.
